City of Tukwila <br />City Council Transportation & Infrastructure Committee <br />TRANSPORTATION & INFRASTRUCTURE COMMITTEE <br />Meeting Minutes <br />May29, 2018 - 5:30 p.m. - Hazelnut Conference Room, City Hall <br />Councilmembers: Thomas McLeod, Chair; De'Sean Quinn, Zak Idan <br />Staff: Henry Hash, Gail Labanara, Cyndy Knighton, Laurel Humphrey <br />CALL TO ORDER: Committee Chair McLeod called the meeting to order at 5:30 p.m. <br />I. PRESENTATIONS <br />II. BUSINESS AGENDA <br />A. Resolution: 2019-2024 Transportation Improvement Program <br />Staff is seeking Council approval of a resolution to adopt the annual update of the Six -Year <br />Transportation Improvement Program (TIP) for 2019-2024. The TIP is a compilation of transportation <br />projects planned within the next six years that are deemed regionally significant or that have grant <br />funding prospects. This update includes the addition of the 42nd Avenue South Bridge Replacement <br />Project, 46th Avenue South Safe Routes to School, Green River Trail, Macadam Road Complete Streets, <br />South 152nd Street Safe Routes to School, TIB Retrofit, and West Valley Highway/Longacres Way Shared <br />Use Pathways. Completed projects have been deleted, and the Walk & Roll Program has been moved <br />to beyond. The TIP is required by the State, but the City's biennial Capital Improvement Program <br />should be considered the main guiding document for projects. Councilmember Idan requested to be <br />briefed on projects where grant funding was unsuccessful, and staff agreed to include those in future <br />presentations. The Committee also requested a briefing on the status of the BNSF Regional Center <br />Access project. UNANIMOUS APPROVAL. FORWARD TO JUNE 25, 2018 COMMITTEE OF THE WHOLE <br />FOR PUBLIC HEARING. <br />III. MISCELLANEOUS <br />Crosswalks & Stop Signs <br />The Transportation & Infrastructure Committee has requested briefings on the cost and implementation <br />strategy for traffic calming measures such as crosswalks and stop signs. A more detailed discussion is <br />scheduled for June, but as an introduction staff passed out a memo presented to the Transportation <br />Committee dated November 1, 2016 on the same topic. Staff also shared 2018 cost estimates, a <br />publication from the City of Delaware, Ohio on neighborhood speed enforcement, and the City ofTukwila's <br />Traffic Calming Program, which is currently unbudgeted. Councilmember Quinn said that he is interested <br />in the Committee working with staff to build a stronger process to implement traffic calming. <br />Councilmember Idan requested information on the cost of removing temporary speed cushions. <br />The Transportation Committee Meeting adjourned at 6:00 p.m. <br />Commitee Chair Approval <br />Minutes by LH, reviewed by GL <br />
