Transportation & Infrastructure Committee Minutes.......................................................................................July 23,2018 <br /> <br /> <br />C. Small Cell Technology Franchise Agreements with AT&T/New Cingular and Mobilitie, LLC <br />Staff is seeking Council approval of franchise agreement ordinances with both AT&T/New Cingular <br />Wireless, PCS, LLC, and Mobilitie, LLC. Both are telecommunications companies currently in the <br />stages of deploying small cell technology to expand wireless network capacity and the respective <br />-of-way. As requested <br />at the June 25, 2018 Committee meeting, staff prepared a table showing the differences between <br />the two agreements as well as with the Verizon agreement approved in February 2018. Staff also <br />reviewed policies from the cities of Mukilteo and Renton and together, with the City Attorney, <br />determined that those would be good models for the regulatory process mentioned above, but <br />would not impact the proposed franchise agreements. Committee members, staff and guests <br />discussed the agreements and the next steps to discuss the regulatory framework. The City of San <br />Jose, California was mentioned as a good model to explore, as it is working with carriers to bridge <br />the digital divide on internet service. The Committee agreed that the ordinances were ready to <br />move forward to the Committee of the Whole. UNANIMOUS APPROVAL. FORWARD TO JULY 23, <br />2018 COMMITTEE OF THE WHOLE. <br /> <br />III. MISCELLANEOUS <br />th <br />South 140 Street Intersection Improvements <br />Staff is planning to pursue a Transportation Improvement Board grant for the Rectangular Rapid <br />Flashing Beacon (RRFB) near the Abu Bakr Islamic Center as discussed previously in Committee. <br />Chair McLeod requested that staff work with the Center on the location. The Committee gave <br />permission for staff to pursue the grant. <br /> <br />rd <br />53 Avenue South Speed Cushions <br />A resident inquired about the possibility of including speed bumps or cushions as part of the <br />rd <br />improvements on 53 Avenue South. Options include asking the contractor for an estimate or <br />th <br />installing cushions such as those on South 160. Councilmember Quinn stated that the Committee <br />has been working on a predictable process for speed calming measures and would like to see that <br />process followed. Staff will return with more information. <br /> <br />Committee Work Plan <br />The 2018 Committee work plan was included in the packet for reference. <br /> <br />Southcenter Boulevard <br />Councilmember Quinn stated that a resident asked if the Southcenter Boulevard improvements <br />included a residential sidewalk rather than commercial.
