City of Tukwila
City Council Transportation & Infrastructure Committee
TRANSPORTATION & INFRASTRUCTURE COMMITTEE
Meeting Minutes
August 27, 2018 - 5:30 p.m. - Hazelnut Conference Room, City Hall
Councilmembers: Thomas McLeod, Chair, Zak Idan
Staff: Laurel Humphrey, Cyndy Knighton, Jack Pace, Vicky Carlson, Jeff Friend,
David Cline, Gail Labanara, Allan Ekberg, Hari Ponnekanti, Bruce Linton
Guests Ashley Probart and Greg Armstrong, Transportation Improvement Board;
David Shumate, Chris Fazio, Lynn Sires, residents
CALL TO ORDER: Committee Chair McLeod called the meeting to order at 5:30 p.m.
I. PRESENTATIONS
II. BUSINESS AGENDA
Chair McLeod invited the residents in attendance to address the Committee with their concerns.
Mr. Fazio and Ms. Sires would like the opportunity for residential street parking near 40th Avenue
South and South 117th Street. He believes that local residents voted in the plan for no street
parking back when sewers were constructed. The Committee requested that staff look into this
situation and report back with options, if any. Mr. Shumate attended Committee on August 13
and has not heard anything back about his concern with the sinking roadway by the East
Marginal Way Bridge. Staff has been evaluating this and will report back to Committee and Mr.
Shumate in September.
A. Strander Boulevard Extension Phase 3 Project Grant Funding
Representatives from the Washington State Transportation Improvement Board (TIB)
addressed the Committee on funding strategies for the Strander Boulevard Extension Phase
3 Project. The project is currently estimated at $83 million with $15 million in awarded grants,
$37 million in pending applications and $31 million uncommitted. TIB is very supportive of
this project due to its importance to the region and would like to see it approved for funding.
They recommend that the City not indicate on the application that it will fund the project
through its own tax base without also mentioning that the total capital infrastructure budget
would then be wiped out. TIB is aware that the City's lobbyist is working to get the project
funded as a one-time appropriation from the Legislature, which is a good strategy right now.
The Association of Washington Cities is working to get a local infrastructure financing tool
renewed, and Strander would be a good candidate if this happens. Other suggestions include
keeping staffing and the funding pursuit consistent, and to complete a value engineering
study. DISCUSSION ONLY.
