Process <br />This proposed change is considered an emergency per the Docket section of the Code <br />(TMC 18.80.020 (A)) that necessitates expeditious action to support the economic well- <br />beingof the City and is needed to address the potential absence and availability of a <br />public facility and services. <br />public meeting on August 28, 2018 and after consideration, referred amendment of the <br />development regulations to accommodate off-premises parkingfor the Justice Center to <br />the Planning Commission for further review and then a recommendation to the City <br />Council. (Attachment C) <br />Background <br />Amendments to the development regulations are governed by Chapter 18.80 of the <br />Zoning Code (Tukwila Municipal Code (TMC) 18.) City staff is requesting modification to <br />Justice Center. <br />Per the Code,the following information is requiredto accompany any proposed <br />amendments to the development regulations. <br />1.What is proposed and why? <br />The amendment is proposed because the City ispurchasingland for amunicipal <br />facilityreferred to as the Justice Centerthat will belocated on the north and <br />th <br />south sides of S. 150Street on the west side of Tukwila International Boulevard. <br />The schematic design for the Center is to useplace the facility and staff parking <br />th <br />on the south side of S. 150Street and the public/customer parking on the north <br />side of the street.The building will provide a facility for the Department of Police, <br />the Emergency Management Organization, and the Municipal Courtand have <br />conference rooms available to the public on weekends and evenings.(TMC <br />18.80.010 (1)) <br />2.What are the anticipatedimpacts? <br />The anticipated impacts of locating public parking for municipal courts and police <br />stations as a standaloneuse islimited as the proposed amendment only applies <br />to municipal courts and police stations. <br />3.Why are development regulations deficient? <br />The existingregulationslimit the development of stand-alone parking lots. <br />Traditional stand-alone parking lots, such as Commercial Parking and Park n <br />Ride facilities, are listed as permitted or conditional uses in specific zones. <br />Otherwise all other off-street parking may only be located on a lot with a principal <br />use. <br />Page 2of 4 <br />98 <br /> <br />
