compatible with the surroundings; be in keeping with the goals and policies of the <br />Comp Plan; and include mitigating measures to minimize impacts. <br />4.Will the proposed change result in a net benefit to the community? <br />The proposed changes limit thepotential for stand along parking lots to municipal office <br />and police stations; requires a conditional use process before a stand-along parking <br />lot may be approved; and will allow the design and the construction of the Justice <br />Center to proceed on schedule. <br />Conclusions <br />Per the Committee,staff was to limit the scope of the proposed changes. <br />Police stations are a conditional use in all zones except Tukwila Valley South. A <br />conditional use requires a public hearing and consideration of impacts and compliance <br />with performance criteria. Requiring a conditional use for the off-site parking would not <br />delay the review process for the use and would incorporate the issue and consideration <br />of off-site parking into the overall siting consideration for both the use <br />parking. <br />Attachment A and Bshowing language <br />additions and subtractions that would be required to implement changes that would <br />allow the proposed municipal facility to move forward. <br />Requested Action <br />Recommend approval of the proposed amendments to the Zoning Codeto the City <br />Council. <br />Page 4of 4 <br />100 <br /> <br />
