TO: <br />City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />Finance Committee <br />FROM: Rachel Bianchi, Deputy City Administrator <br />CC: Mayor Ekberg <br />DATE: September 25, 2018, <br />SUBJECT: Regulated Building Materials Consulting Services Contract <br />ISSUE <br />The Council is being asked to execute a contract to provide Regulated Building Materials <br />("Hazmat") consulting services for the Public Safety Plan. <br />BACKGROUND <br />The City of Tukwila identified the need for Regulated Building Materials consulting <br />services for the Tukwila Safety Plan, specifically the Justice Center and a review of the <br />existing Fire Station 54. These services allow the project to identify and safely dispose of <br />potentially hazardous materials in the existing buildings on the project site, in accordance <br />with regulatory requirements. These services are needed before demolishing buildings <br />associated with the Justice Center and to better understand the realities of a potential <br />remodel of Fire Station 54. <br />The City issued and advertised a Request for Proposals (RFP) inviting interested firms to <br />submit a proposal to provide the necessary consulting services for the project. Five firms <br />submitted proposals. The proposals were reviewed and evaluated by three reviewers <br />against the scoring criteria in the RFP. Based on their qualifications and proposed fee <br />estimate, NOVO Laboratory & Consulting Services, Inc. is the top -ranked firm and is <br />recommended for selection. The City has confirmed that NOVO Laboratory & Consulting <br />Services, Inc. is well qualified to conduct the work requested. <br />Because the proposed fee is an estimate, and will vary based on actual conditions of the <br />existing buildings, a 10% contingency has been added. While staff is requesting authority <br />for the 10% contingency, the contract is for a not to exceed amount of $58,855. <br />DISCUSSION <br />NOVO Laboratory & Consulting Services, Inc. will execute the City's standard agreement <br />for contract services to provide the services describes above. <br />FISCAL IMPACT <br />The cost estimate for the Regulated Building Materials consulting services is $64,740 and <br />is included in the projects budgets. The total amount will be allocated as follows: <br />Justice Center (estimated fee) <br />$47,855 <br />Fire Station 54 (allowance) <br />$11,000 <br />Contract Amount <br />$58,855 <br />Contingency (10% of above) <br />$5,885 <br />Total <br />$64,740 <br />1 <br />
