TO: <br />FROM: <br />BY: <br />City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />Public Safety Committee <br />Bruce Linton — Chief of Police <br />Eric Dreyer — Deputy Chief <br />CC: Mayor Ekberg <br />DATE: October 1st, 2018 <br />SUBJECT: 2018 Vehicles Purchase <br />ISSUE <br />Tukwila Valley SWAT (VSWAT) response times are delayed to critical incidents due to having to <br />respond to the station to get equipment and/or wait at the scene of the incident for their <br />equipment to arrive. Additionally, navigating traffic during a VSWAT response in a privately - <br />owned vehicle is problematic without the appropriate emergency equipment. <br />BACKGROUND <br />The Tukwila Valley SWAT (VSWAT) team members do not have vehicles assigned to them to <br />assist with their function of being on -call for VSWAT responses. As a result, Tukwila VSWAT <br />members end up being delayed in their response to critical incidents. Without an assigned <br />vehicle, they do not have their equipment with them during off -duty hours and must respond to <br />the station first or wait to have their equipment brought to them at the scene. The impacts of the <br />delays are obvious and are directly impacting Tukwila's ability to respond to emergencies <br />requiring VSWAT officers. Assigned vehicles for VSWAT is the standard practice among the six <br />participating agencies. (Note: There are six Tukwila Officers assigned to VSWAT. Two of the <br />officers have vehicles assigned to them through their current PD positions.) <br />DISCUSSION <br />To assist our VSWAT team members with providing a more efficient response to critical <br />incidents, the Police Department has researched using current 2018 budget savings to <br />purchase four vehicles needed to outfit the VSWAT team members with vehicles for VSWAT <br />call -outs. <br />FINANCIAL IMPACT <br />The costs associated with the purchase of four (4) vehicles will be the following: <br />Start-up Costs <br />Expenditure <br /># <br />Each <br />Total <br />Purchase of vehicle <br />4 <br />$37,899.40 <br />$151,597.60 <br />Axon/Radios/Tablets/equipment... <br />4 <br />$29,100.60 <br />$116,402.40 <br />TOTAL: $268,000.00 <br />The financial reporting for the Police Department shows the budget through the end of August <br />2018 being at 61.88% expended. At that point in the year, we would normally be at 66.66%. <br />This represents a savings of $908,154.00 in the budget. The purchase of four vehicles can be <br />made using the budget savings to date and will still allow the Department to return 3% of the <br />budget at the end of the year. <br />31 <br />
