Ordinance: Amending Business License Regulations <br />Staff is seeking Council approval of a code-amending ordinance that would be compliant with <br />the new State-required model licensing ordinance that includes a minimum threshold to <br />require a business license. Legislation passed by the State in 2017 requires cities to partner <br />with a combined licensing service or no longer issue licenses after December 2022. The City has <br />ness Licensing Service and now <br />must amend Tukwila Municipal Code Title 5 with the model licensing language. UNANIMOUS <br />APPROVAL. Employee Compensation Policy <br />Staff returned with a draft resolution incorporating feedback given in previous Committee <br />meetings and containing policy items relating to timeliness, comparability, market ranking, and <br />internal equity. The draft now proposes a second criteria for comparability being whether or not <br />a city has its own police department, as that is service and <br />employee levels. The draft also proposes a new definition of compression <br />small difference in pay between employees regardless of their skills, level, seniority or <br /> The Committee discussed the proposed revisions, focusing on how to treat <br />positions significantly under market. One possibility would be for the Finance Committee to <br />review all positions out of alignment on a regular schedule. In labor negotiations, <br />3% is considered a significant move. <br /> Employees are not familiar with the methology used in the market study.
