<br /> City of Tukwila <br /> City Council Community Development & Neighborhoods Committee <br />COMMUNITY DEVELOPMENT & NEIGHBORHOODS COMMITTEE <br />Meeting Minutes <br />October 9, 2018 5:30 p.m. Hazelnut Conference Room, City Hall <br />Councilmembers: Kate Kruller, Chair; Kathy Hougardy <br />Staff: David Cline, Jack Pace, Vicky Carlsen, Jeff Friend, Stephanie Gardner, Moira <br />Bradshaw, Derek Speck, Brandon Miles, Laurel Humphrey <br />CALL TO ORDER: Chair Kruller called the meeting to order at 5:30 p.m. <br />I.PRESENTATIONS <br />II.BUSINESS AGENDA <br />A.Grant Agreement: King County Veterans, Seniors and Human Services Levy (VSHSL) <br />Staff is seeking Council approval to accept $77,500 in VSHSL funding from the King County <br />Department of Community and Human Services Division. Funds will be used to develop an Older <br />Adult Recreation and Services Needs Assessment and to perform minor capital improvements at <br />the Community Center to update or enhance accessibility. No City matching funds are required <br />for this award. UNANIMOUS APPROVAL. FORWARD TO OCTOBER 15, 2018 REGULAR <br />CONSENT AGENDA. <br />B.Ordinance: Off-Street Parking Regulations <br />Staff is seeking Council approval of an ordinance that would allow off-premises parking areas for <br />municipal uses and police stations as a conditional use in most zones as well as clarify standards <br />for locating parking areas. The new Justice Center will include public parking across the street <br />which is not allowed in the current code. The amendment is being handled as an emergency <br />because it meets the requirements of preserving the welfare of the public, supporting the <br />economic well-being of the city, and addressing the absence of public facilities and services. The <br />Planning Commission recommends approval of the amendment. Chair Kruller asked if other <br />potential uses, such as a farmers market, would be possible under the amendment, and staff <br />replied that they would. UNANIMOUS APPROVAL. FORWARD TO OCTOBER 22, 2018 <br />COMMITTEE OF THE WHOLE. <br />C.2019-2020 Biennial Budget <br />Staff presented proposed 2019-2020 budgets for the Lodging Tax (101 Fund). This fund includes <br />the 1% special excise tax revenue charged on certain overnight stays in Tukwila, and use is <br />limited to tourism promotion. Staff pointed out that the memo includes a typo for 2012 revenue <br />it should be $522,033. The Citys supply of hotel rooms continues to increase, but supply is <br />starting to catch up to demand. Projected revenues are $775,000 for 2019 and $800,000 for 2020. <br />Expenditures in 2019 and 2020 will be for the continuation and development of events, a <br /> <br />
