City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: City Council <br />FROM: Rachel Bianchi, Deputy City Administrator <br />CC: Mayor Ekberg <br />DATE: October 16, 2018 <br />SUBJECT: Lydig GCCM Contract Amendment for Demolition of existing structures on <br />future Fire Station 54 site <br />ISSUE <br />The City purchased the property at 42nd Ave. S. between S. 139th and S. 140th earlier this year <br />in anticipation of siting the new Fire Station 54 at this location. Since that time, the Council has <br />chosen to defer construction of the building. The existing structures on the site — a single family <br />home that has been long vacant and a former greenhouse — are a public nuisance and need to <br />be demolished. The Administration proposes to amend the GCCM preconstruction services <br />contract with Lydig Construction, the GCCM already contracted to complete the Fire Station <br />projects, to demolish the buildings. <br />BACKGROUND <br />In November of 2016, the voters in Tukwila approved the City's Public Safety Bond as a part of <br />the overall Public Safety Plan. Higher than expected construction cost escalation rate as well <br />as extremely saturated construction market in the greater Seattle area have resulted in the <br />construction budgets much higher than originally anticipated in the Bond measure. As a result, <br />Fire Station 54 was removed from the program and Public Works scaled to the original budget <br />of $30M. <br />In November 20, 2018, the City signed a GCCM contract with Lydig for Fire Stations 51, 52 and <br />54, including $372,000 in preconstruction services. <br />In July, the City authorized Amendment 1 to Lydig's contract which removed Fire Station 54 <br />from the contract. In order to accomplish the demolition of the structures on the site, the <br />demolition scope must be included in the contract. However, the savings in preconstruction <br />services from not moving ahead with building the new 54 will cover the cost of demolition <br />services, and no additional funds are needed. Council is simply being asked to modify the <br />scope to include demolition. <br />At the City's request, Lydig has completed a competitive bid process for the demolition of <br />existing structures on the future Fire Station 54 site. The City seeks to amend Lydig's scope of <br />work for preconstruction services to include demolition of these existing structures. The cost of <br />this effort is approx. $67,998 plus Washington State sales tax, to complete the demolition of <br />existing structures and is within the already approved preconstruction budget. <br />RECOMMENDATION <br />The Council is being asked to authorize the Mayor to sign Amendment 2 to Lydig's GCCM pre - <br />construction services contract for the demolition of existing structures at the future Fire Station <br />54 site after the October 22, 2018 C.O.W. at the Special Meeting that same night. <br />ATTACHMENTS 165 <br />Lydig Contract Amendment 2 <br />
