City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Finance Council Committee <br />FROM: Peggy McCarthy, Finance Director <br />BY: Vicky Carisen, Deputy Finance Director <br />CC: Mayor Ekberg <br />DATE: October 31, 2018 <br />SUBJECT: Business License Agreement with WA State Department of Revenue <br />ISSUE <br />Approve agreement to enter into a service agreement with WA State Department of Revenue <br />Business License Services to process the city's general business licenses beginning in 2019. <br />BACKGROUND <br />Engrossed House Bill 2005 passed unanimously in 2017. The bill, now codified as Chapter 35.90 <br />RCW, requires any city with a general business license, to partner with a combined licensing <br />service. It has specific deadlines. If the City does not complete partnership with BLS or another <br />service, it may no longer issue business licenses after December 2022. <br />DISCUSSION <br />The city has agreed in principle to join BLS to comply with Chapter 35.90 RCW. The purpose of <br />the agreement is to establish the terms under which Revenue's BLS work unit acts as the City's <br />agent for the purpose of collecting, processing and disbursing information, licenses and fees <br />related to the City's general business license activities. The City retains all power and authority <br />over its business licensing and other regulatory activities except as expressly delegated in this <br />agreement. <br />RECOMMENDATION <br />Council is being asked to forward this contract to the November 19, 2018 Regular Meeting <br />Consent Agenda. <br />ATTACHMENTS <br />Agreement with Department of Revenue Business License Services. <br />79 <br />
