Jack Pace, DCD Director <br />BY: Nora Gierloff, Deputy DCD Director <br />CC: Mayor Ekberg <br />DATE: October 17, 2018 <br />SUBJECT: Updated DCD and PW Permit Fees <br />ISSUE <br />Should Tukwila increase its land use, Public Works and Building permit fees and hourly <br />inspection rates to reflect increased costs to provide development review services? <br />BACKGROUND' <br />Salaries for represented employees will likely increase in 2019 and 2020 by 90% of the CPI-VV <br />(June 2017-2018). The CPI-VV for that period is 3.6% and benefit costs have increased by an <br />even higher percentage, <br />The Citys costs for processing credit card payments for permit applications have been <br />increasing over the years. In 2017 to offset this cost the City began charging a 3% convenience <br />fee on permit fees paid by credit card, The draft fee resolution maintains this fee as it has been <br />covering the amount of the credit card processing surcharge, <br />DISCUSSION <br />Staff is suggesting that the flat land use fees increase at 3,2% to reflect the City's labor and <br />benefit costs Some other permit fees are based on the valuation of the work which itself reflects <br />inflation so no adjustment is needed for them. <br />Hearing Examiner fees are increasing by a smaller amount and will remain the same for the <br />2019-2020 period. These costs are passed through to the applicant, <br />FINANCIAL IMPACT <br />The proposed fee increases will keep pace with the City's costs to provide these necessary <br />services. <br />RECOM ENDATION <br />The Council is being asked to approve the revised resolution and consider this tern at the <br />November 5' Regular Meeting consent agenda. <br />ATTACHMENT' <br />-Draft PVV, Land Use and Building/EJectrical/Plumbing/Mechanical Permit Fee Resolution <br />153 <br />
