City of Tukwila <br />Public Works Department - Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Henry Hash, Public Works Director ,i!//_ <br />BY: Steve Carstens, PE, Senior Program Manager <br />CC: Mayor Ekberg <br />DATE: November 9, 2018 <br />SUBJECT: Strander Boulevard Extension Phase 3 <br />Project No. 98610403 <br />Project Update and Value Engineering Consultant Approval <br />Allan Ekberg, Mayor <br />ISSUE <br />Update on the Strander Blvd Extension Phase 3 Project and approve Value Engineering consultant contract. <br />BACKGROUND <br />The City of Renton completed Phase 1 of the Strander Boulevard/SW 27th Street (Oakesdale Avenue to Naches <br />Avenue) in 2008 and Phase 2 (Naches Avenue to the new Tukwila Station/Sounder Commuter Rail Station <br />parking lot, between BNSF and UPRR) in 2014. Phase 3 is being led by the City of Tukwila. Tukwila received <br />Federal grant funding for the preliminary engineering and right-of-way phases and is proceeding with the design <br />process as part of the preliminary engineering phase. <br />DISCUSSION <br />In May 2018, Berger ABAM (Berger) provided the City with the 30% plans for review and an updated cost <br />estimate of the total project costs. Since May 2018, the consultant and staff have been focused on addressing the <br />comments on the 30% plans and continuing utility coordination. <br />A Value Engineering Request for Qualifications (RFQ) was advertised and three consultants responded on <br />November 1, 2018 and will be interviewed for a forthcoming consultant contract.
