City of Ti <br />Public Works Department - Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Henry Hash, Public Works Director // /- <br />BY: Cyndy Knighton, Senior Program Manager <br />CC: Mayor Ekberg <br />DATE: November 9, 2018 <br />SUBJECT: Neighborhood Traffic Calming Program <br />Resolution for Adoption <br />ISSUE <br />Resolution to adopt the Neighborhood Traffic Calming Program (NTCP). <br />Allan Ekberg, Mayor <br />BACKGROUND <br />In June 2005, the Transportation Committee approved a Neighborhood Traffic Calming Program <br />(NTCP). At that time, no budget was established nor was staffing provided for managing the <br />program. Two pilot projects, one in 2008 and one in 2017, have been completed. Since then, <br />interest in the City providing a robust traffic calming program has increased significantly. In 2018, <br />the Transportation and Infrastructure Committee has discussed and expressed the desire for a <br />fair, equitable, and objective program. <br />DISCUSSION <br />Per the direction of the Transportation and Infrastructure Committee, staff is presenting an <br />updated NTCP. Staff has formatted the NTCP to allow for ease of implementation with minimum <br />hurdles, especially for Level I improvements. Level I improvements are passive traffic control <br />treatments that can be implemented quickly and inexpensively and are often all that is needed to <br />address neighborhood complaints. Level II treatments are physical devices, often permanently <br />installed, which require more extensive design efforts and are costlier. Additionally, Level II <br />treatments require coordination and concurrence with the Police and Fire departments and <br />approval from the Council. Emergency services are included as Level II devices as they can <br />negatively impact response times. <br />FINANCIAL IMPACT <br />Earlier this year, Public Works staff proposed a $400,000 budget for the Traffic <br />Calming/Residential Safety Improvement Program which is currently in the Mayor's proposed <br />budget for 2019-2020. The budget will be shared between traffic calming efforts and other safety <br />improvements in residential areas.
