South 140 Street Pedestrian Improvements <br />Staff is seeking Council direction on the design and funding for pedestrian safety <br />improvements on Tukwila International Boulevard near the Abu Bakr Islamic Center. The <br />City learned that it did not receive the grant award from the Transportation Improvement <br />Board. KPG developed conceptual designs for two potential locations, including the north <br />stst <br />side of the South 141 Street intersection and south of South 141 Street in the middle of <br />Beacon crosswalks at both locations to maximize pedestrian safety, as people try to cross <br />at both ends. The estimated cost is $350,000 if construction of both is simultaneous. Staff <br />met with leadership at the Islamic Center and they are supportive of this plan. <br />Councilmember Quinn stated that Council direction to fund a solution has been consistent <br />in the budget process and that there may be costs savings associated with reducing Police <br />traffic control. He also mentioned that it was the Council that surfaced the community <br />issues for the crosswalk, and that now that Administration is recommending two <br />crosswalks it is because of the Councils efforts. Chair McLeod asked about alternate <br />locations and staff and Mr. Davies explained how bus pullouts and traffic turn patterns <br />come into play. Public Works must balance the needs of pedestrians and vehicles. <br />Councilmember Idan asked about project timing. Staff indicated that if the Committee of <br />the Whole gives approval to include the project in the 2019 budget, the May timeline <br />estimate can still be met. Chair Quinn noted that this direction will be formalized in the <br />form of a budget amendment. FORWARD RECOMMENDATION FOR BUDGET <br />AMENDMENT TO NOVEMBER 26, 2018 COMMITTEE OF THE WHOLE. <br /> <br />II.SCATBd/RTC <br />No report. <br /> <br />III.
