rry4-ILAys <br /> o z City of Tukwila <br /> Allan Ekberg, Mayor <br /> 290a INFORMATIONAL MEMORANDUM <br /> TO: Community Development and Neighborhoods Committee <br /> FROM: Rick Still, Parks and Recreation Director <br /> BY: Stephanie Gardner— Brown, Parks and Recreation Analyst <br /> CC: Mayor Ekberg <br /> DATE: November 20, 2018 <br /> SUBJECT: Veterans, Seniors, and Human Services Levy Agreement Extension <br /> ISSUE <br /> Seeking authorization to extend the agreement with the King County Department of Community <br /> and Human Services Division -Veterans, Seniors, and Human Services Levy (VSHSL). <br /> BACKGROUND <br /> The VSHSL is a voter approved six-year property tax levy that envisions senior centers in King <br /> County as inclusive central hubs where diverse groups of older adults can form community and <br /> access a variety of senior programming and services. <br /> On May 29, 2018 staff was authorized, by Committee, to apply for VSHSL funding for two <br /> purposes: <br /> 1. Address needs and trends of Tukwila's older adult populations through the <br /> development of an Older Adult Recreation and Services Needs Assessment. The <br /> assessment will approach Tukwila's older population through an equity and social <br /> justice lens to ensure all of Tukwila's older adult population is reflected. The <br /> assessment will provide recommendations for future recreation programming and <br /> services needs for Tukwila's older adult population. <br /> 2. Perform minor capital improvements at the Tukwila Community Center to update or <br /> enhance accessibility by installing automatic door opening devices into main restrooms <br /> and replacing automatic door opening devices at two primary entrances into the <br /> facility. <br /> Staff learned in July that the City would be awarded full funding, in the amount of $77,500. Staff <br /> received the King County Community and Human Services contract in late September and <br /> Mayor Ekberg was authorized to sign the agreement at the October 15, 2018 regular City <br /> Council meeting. <br /> DISCUSSION <br /> Staff has moved forward with each of the projects described above. A Request for Proposals is <br /> currently being advertised and capital improvements at the Tukwila Community Center are <br /> scheduled. Due to the timing of contracts being dispersed by King County, a contract <br /> 183 <br />
