1y-iilLA-1,1,,N <br /> �tiz City of Tukwila <br /> a �o Allan Ekberg, Mayor <br /> 11 2 <br /> 29oa INFORMATIONAL MEMORANDUM <br /> TO: City Council <br /> FROM: Laurel Humphrey, Council Analyst <br /> CC: Mayor Ekberg <br /> DATE: November 27, 2018 <br /> SUBJECT: City Council Amendments to the Mayor's Proposed 2019-2020 Biennial <br /> Budget <br /> DISCUSSION <br /> During the November 26, 2018 Committee of the Whole discussion on the proposed 2019-2020 <br /> Budget, the City Council gave direction to amend the proposed budget as follows: <br /> • Update the South 140th Street Intersection Improvements capital project to include <br /> $350,000 for two Rectangular Rapid Flashing Beacon (RRFB) crosswalks on Tukwila <br /> International Boulevard. The project will be accounted for in the Arterial Street Fund (Fund <br /> 104) and funding will come from ending fund balance. <br /> • Add $30,000 to the General Fund Parks Department for additional swings to the <br /> playground equipment at Cascade View Park. Funding will come from ending fund <br /> balance. <br /> • Add a capital project in the amount of$100,000 to expand the scope of a planned Tukwila <br /> International Boulevard rechannelization study to consider more alternatives. The project <br /> will be accounted for in the Arterial Street Fund (Fund 104) and will include a separate CIP <br /> page. Funding will come from ending fund balance. <br /> • Add $77,500 in both General Fund revenue and Recreation Department expenditure for <br /> development of an Older Adult Recreation and Services Needs Assessment and perform <br /> minor capital improvements at the Community Center. Funding will come from an award <br /> from the King County Veteran, Senior and Human Services Levy. <br /> The final budget will also incorporate the City Council's prior actions on the business license <br /> fee, including the card room exception, the gambling tax, and employee compensation per the <br /> Council's employee compensation policy. <br /> RECOMMENDATION <br /> Staff is seeking motions to formalize the Council's amendments to the 2019-2020 Budget. <br /> Following the vote, the Finance team will incorporate the Council's changes into the final printed <br /> budget document which will be delivered to the City Council at the January 7, 2019 Regular <br /> Meeting. <br /> ATTACHMENTS <br /> -Draft Ordinance adopting the 2019-2020 Budget as amended <br /> -Draft Resolution adopting the 2019-2024 Financial Planning Model and Capital Improvement <br /> Plan <br /> -Updated South 140th Street Intersection Improvements Project CIP Page <br /> -New Tukwila International Boulevard Channelization Study CIP Page <br /> 235 <br />
