Wittwer, Fire Chief <br />BY: Chris Flores, Assistant Fire Chief <br />CC: Mayor Ekberg <br />DATE: November 21, 2018 <br />SUBJECT: Extrication Equipment Replacement <br />ISSUE <br />Replace existing vehicle extrication equipment, sometimes referred to as the "Jaws of Life." <br />BACKGROUND <br />The current equipment was purchased through a FEMA Grant 14 years ago. Service and <br />performance have become problematic. Reactive maintenance must be performed with <br />regularity, and improvements in vehicle safety technology present significant challenges to the <br />existing equipment. The current equipment must be connected via hydraulic lines to a gasoline <br />engine power head. The proposed replacement equipment is battery powered and completely <br />self-contained, does not rely on a gasoline engine power head, is more environmentally friendly, <br />and is stronger and designed to defeat modern vehicle design and construction. <br />DISCUSSION <br />Given Tukwila's location with regard to major transportation routes and corridors, department <br />personnel respond to significant numbers of motor vehicle accidents involving passenger and <br />commercial vehicles. It is imperative that department extrication equipment be reliable and <br />current with the challenges presented by vehicle technology. <br />FINANCIAL IMPACT <br />The financial impact is not more than $113,000.00 as the City will receive a $12,000.00 trade-in <br />credit for old equipment. $113,000.00 is identified in the Public Safety Plan Bond for expenditure <br />in 2019. Delivery and billing to take place in 2019. By placing an order in 2018 the City will avoid <br />an approximately 5 % manufacturers price increase. <br />RECOMMENDATION <br />The Council is being asked to consider the purchase of four sets of extrication equipment with <br />associated accessories at the December 10, 2018 Committee of the Whole Meeting and Special <br />Meeting to follow that same night. <br />ATTACHMENTS <br />-Quotes form vendor including credit for trade-in of existing equipment <br />97 <br />
