TO: <br />City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />City Council <br />CC: Mayor Ekberg <br />David Cline, City Administrator <br />FROM: Cheryl Thompson, Executive Assistant <br />DATE: March 11, 2019 <br />SUBJECT: Office of Public Defense 2018-2019 Grant Agreement Amendment #3 to <br />Contract 17-201 <br />ISSUE <br />The Washington State Office of Public Defense had additional grant funds become available <br />and has offered the City of Tukwila an additional $1,000 for 2019 to be used for training <br />reimbursement for public defense attorneys. As the original grant was for $74,000: $37,000 for <br />both 2018 and 2019, the acceptance of the additional funds requires Council approval. <br />BACKGROUND <br />The Washington State Office of Public Defense awarded the City of Tukwila a $74,000 grant for <br />the Public Defense Program: $37,000 for 2018 and $37,000 for 2019. The original grant <br />agreement (#17-201) was approved by Council on November 20, 2017. <br />On October 6, 2017 the City received notification from the Washington State Office of Public <br />Defense awarding the City grant funds in the amount of $74,000 2018-2019: $37,000 for each <br />year, to be used to provide investigator services, interpreter services and social work assistance <br />to the Public Defense Program. On August 7, 2018 the original agreement was amended to <br />allow use of grant funds for additional compensation to conflict public defense attorneys. <br />Because there was not an increase in funds the first amendment did not go before Council for <br />approval. <br />On March 4, 2019 the City Council approved amendment #2 which provided an additional <br />$10,000 in grant funds to be used for increased social work services to assist public defense <br />attorneys. <br />DISCUSSION <br />The Office of Public Defense has awarded the City an additional $1,000 for training <br />reimbursement for public defense attorneys. The City submitted an application with specific <br />trainings the attorney's plan to attend and the Office of Public Defense specified which trainings <br />grant funds were being awarded for reimbursement. <br />RECOMMENDATION <br />The Council is being asked to send this item to the Consent agenda at the March 18, 2019 <br />Regular meeting. <br />ATTACHMENTS <br />Third Amendment to the 2018-2019 Grant Agreement <br />25 <br />
