City of Tukwila <br />City Council Transportation & Infrastructure Committee <br />TRANSPORTATION & INFRASTRUCTURE COMMITTEE <br />Meeting Minutes <br />April 16, 2019 - 5:30 p.m. - Hazelnut Conference Room, City Hall <br />Councilmembers: Zak Idan, Chair; Thomas McLeod, Kate Kruller (by phone) <br />Staff: David Cline, Henry Hash, Hari Ponnekanti, Mike Ronda, Laurel Humphrey <br />CALL TO ORDER: Committee Chair Idan called the meeting to order at 5:30 p.m. <br />I. PRESENTATIONS <br />II. BUSINESS AGENDA <br />A. Project Completion: Andover Park East - Water and Sewer Replacement <br />Staff is seeking Council approval of contract completion and release of retainage to Titan <br />Earthwork LLC in the amount of $3,887,443,56 for the Andover Park East Water and Sewer <br />Replacement Project. This project provided new and upgraded water and sewer lines on APE <br />between Strander Boulevard and Tukwila Parkway. Thirteen change orders were executed, <br />primarily due to unforeseen subsurface conditions. Afinal settlement change order was negotiated <br />for significantly less than what the contractor had initially submitted. The original contract was <br />$3,504,684.14. UNANIMOUS APPROVAL. FORWARD TO MAY 6, 2019 REGULAR CONSENT <br />AGENDA. <br />B. Project Completion: 2018 Central Business District Sanitary Sewer Rehabilitation <br />Staff is seeking Council approval of contract completion and release of retainage to the Michels <br />Corporation in the amount of $411,460.27 for the 2018 Central Business District Sanitary Sewer <br />Rehabilitation Project. This project installed approximately 3,660 lineal feet of pipe within the <br />right-of-way and private easements. The original contract was $449,633.25. Underruns were <br />mainly due to work deleted due to various conflicts that would not allow the relining at this <br />time. UNANIMOUS APPROVAL. FORWARD TO MAY 6, 2019 REGULAR CONSENT AGENDA. <br />C. Tukwila Infrastructure Design and Construction Standards Update <br />Staff updated the Committee on the effort to update the Tukwila Infrastructure Design and <br />Construction Standards, which have not been revised since 2009 and are intended to ensure <br />consistent design and construction requirements and adherence to the Comprehensive Plan. <br />They establish minimum criteria and specifications for both public and private construction <br />projects and utility and street improvements. The 2019 revisions integrate WSDOT standards, <br />low impact development principles, and were thoroughly reviewed by a staff committee and <br />the City Engineer. Chair Idan asked if the revised standards would address the issue of inconsist <br />connections with adjacent city streets as well as utility patching. Staff noted that utility work <br />is performed by third parties outside of the city's inspection process. Councilmember Kruller <br />asked if the standards include a street moratorium and staff replied that they do. All agreed <br />that Council and staff collaboration on messaging and enforcing the City's standards will be <br />helpful. Staff intends to review every two years and the Council will be kept informed. <br />DISCUSSION ONLY. <br />11 <br />
