ity of Tu <br />Public Works Department - Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation & Infrastructure Committee <br />FROM: Henry Hash, Public Works Director - <br />BY: Michael Ronda, PW Project Manager <br />CC: Mayor Ekberg <br />DATE: April 12, 2019 <br />SUBJECT: Andover Park East - Water and Sewer Replacement <br />Project No. 99940103 & 91440204, Contract No. 16-111 <br />Project Completion and Acceptance <br />Allan Ekberg, Mayor <br />ISSUE <br />Accept contract as complete and authorize release of retainage and performance bonds. <br />BACKGROUND <br />The Notice to Proceed for Contract No. 16-111 with Titan Earthwork LLC, of Pacific Washington, <br />was issued on September 26, 2016 for the Andover Park East (APE) Water and Sewer <br />Replacement Project. This project provided new and upgraded water and sewer lines on APE <br />between Strander Boulevard and Tukwila Parkway, in support of future development in the CBD. <br />The project also provided new pavement and select roadway improvements. <br />DISCUSSION <br />Construction was physically completed on March 15, 2018. Thirteen change orders were executed. <br />The major changes consisted of impacts to the new sewer line due to unforeseen subsurface <br />conditions in Strander Blvd and along the frontage of Hotel Interurban, as well as increased curb, <br />gutter and sidewalk revisions throughout the project boundary. After extended negotiations, a final <br />settlement change order was processed for $200,000, which was significantly less than what the <br />contractor had initially submitted. <br />FINANCIAL IMPACT <br />The construction budget for the APE Water and Sewer Replacement Project was $4,556,089.38 <br />which included a 30% contingency of $1,051,405.24, mainly due to the high -risk nature of the <br />work (mostly deep utilities). Underruns were due to savings in unit price items that were included in <br />change orders and the elimination of the use of concrete sleds that were envisioned for extremely <br />unsuitable foundation conditions.
