City o Tukwfla Atlan <br />Ekberg,• <br />Public Works Department - Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: <br />Transportation and Infrastructure Committee <br />FROM: <br />Henry Hash, Public Works Director <br />BY: <br />Adam Cox, Transportation Project Manager <br />CC: <br />Mayor Allan Ekberg <br />DATE: <br />November 27, 2019 <br />SUBJECT: Boeing Access Road over BNRR Bridge Rehabilitation <br />Project No. 99410408; Contract No.17-108 <br />Project Completion and Acceptance <br />ISSUE <br />Accept construction contract as complete and authorize release of the payment and performance bond. <br />BACKGROUND <br />The Notice to Proceed for Contract Number 17-108 with PCL Construction, LLC of Bellevue, Washington for the <br />Boeing Access Road over BNRR Rehabilitation Project was issued on June 23, 2016. This construction project <br />consisted of a seismic retrofit of the Boeing Access Road over BNRR bridge deck, traffic barriers, sidewalk widening, <br />concrete column jacketing, and foundation support. <br />DISCUSSION <br />The Boeing Access Road over BNRR Rehabilitation construction project was physically completed on July 18, 2019. There <br />were no contract disputes or claims on the project and the project was completed under budget. Since the physical <br />completion date, staff has been waiting for approval of all administrative obligations and payment verification items before <br />accepting the work as complete. <br />FISCAL IMPACT <br />The original construction budget for the Boeing Access Rd over BNRR Bridge Rehabilitation was $7,923,340.00 with a <br />25% contingency of $1,584,668.00. Twenty-two change orders were executed for a total of $716,587.31. The final cost <br />for the retrofit of the bridge, including all change orders, was $6,905,831.31. The 80% project funding was secured <br />through a Federal Bridge Replacement Advisory Committee (BRAC) grant. The final project expenditures are as follows: <br />Expenses <br />Construction Contract Amount $6,189,244.00 <br />Change Order Nos. 1 to 22 716,587.31 <br />Total Contract Amount $6,905,831.31 <br />RECOMMENDATION <br />Council is being asked to formally accept the Boeing Access Road over BNRR Bridge Rehabilitation contract with PCL <br />Construction, LLC in the amount of $6,905,831.31 as complete, and authorize the release of the payment and <br />performance bond subject to standard claim and lien release procedures, and to consider this item at the December 9, <br />2019 Committee of the Whole and subsequent Consent Agenda at the Special Meeting immediately following that <br />same night. <br />Attachment: Notice of Completion, Contract #17-108 <br />W1PW EngIPROJECTSVW- RW & RS Projects\Boeing Access Rd Bridge Rehab (99410408)115 project closeoutlDRAFT Info Memo for BAR Rehab Bridge closeout 12-03-19.docx <br />
