. r - 1 . <br />City Council Community Development & Neighborhoods Committee <br />COMMUNITY DEVELOPMENT & NEIGHBORHOODS COMMITTEE <br />Meeting Minutes <br />December 10, 2019 - 5:30 p.m. - Hazelnut Conference Room, City Hall <br />Councilmembers: De'Sean Quinn, Chair; Dennis Robertson, Kathy Hougardy <br />Staff: David Cline, Minnie Dhaliwal, Andrea Cummins, Derek Speck, Rick Still, Craig <br />Zellerhoff, Robert Eaton, Brandon Miles, Jack Pace, Laurel Humphrey <br />Guests: Mike Pruitt, Segale Properties, LLC; Nicole Deleon, Cairncross & Hemplemann <br />CALL TO ORDER: Chair Quinn called the meeting to order at 5:30 p.m. <br />I. PRESENTATIONS <br />II. BUSINESSAGENDA <br />The Committee agreed to consider the PROS Plan item later in the agenda. <br />A. 2019 Parks & Recreation Projects and Initiatives <br />Staff provided an overview of Parks and Recreation's 2019 programs and activities. <br />DISCUSSION ONLY. <br />B. Legislation: Foster Golf Links Fees <br />Staff is seeking Council approval of a resolution and an ordinance that would repeal existing <br />golf fees legislation and establish a "dynamic pricing" system that would authorize the <br />Parks and Recreation Director to set and adjust green fees as needed as opposed to the <br />current method of Council adoption everytwo years. The proposed ordinance also removes <br />a Junior fee to those 17 and younger and adds a Senior fee to those 62 and older. <br />UNANIMOUS APPROVAL. FORWARD TO JANUARY 6, 2019 REGULAR CONSENT AGENDA. <br />C. Critical Areas and Shoreline Master Program Legislation <br />Staff is seeking Council approval of ordinances to update the Critical Areas Code, Shoreline <br />Master Program and associated regulations for compliance with state rules and guidelines. <br />The CDN Committee has spent multiple meetings reviewing the proposals and the City <br />Council has held public hearings on both issues. Staff presented proposed language <br />incorporating previous committee direction and will return to the successor committee in <br />2020. RETURN TO COMMITTEE. <br />
