' Allan Ekbierg�,DIY <br />COPCAB Minutes <br />January 9, 2020 <br />6:30pm — 8:00pm <br />Duwamish Conference Room <br />Members present: Chair Jerry Thornton, Jun Castillo, Kim Karns, Tosh Sharp, Jan Boler ack, Roger <br />Arnold <br />Staff present: Chief Bruce Linton <br />Guest: None <br />• Minutes for January 9, 2020 meeting approved as corrected. <br />• Chief's update: <br />o Staffing — The police department has 5 Commissioned officer vacancies post Officer Gary <br />Leavitt's retirement in December 2019. Leavitt served the city and our department <br />honorably for 26 years. We will continue to recruit commissioned staff to fill our vacancies <br />o Department news — After the Chief completes the annual report to the council, the <br />information will be presented to the COPCAB Committee. <br />o Chief Linton provided a brief overview of the new Lew Enforcement and Community Safety <br />Act as a result of the I-940 initiative and subsequent legislation. Chief Linton advised that he <br />will be soliciting and selecting the service of two Tukwila community members to serve in <br />the capacity of the non -law enforcement representatives to the Independent Investigative <br />Team responsible for investigating Officer Involved Shootings (OIS) or persons who die <br />while in police custody. The criteria and the scope of their responsibilities are required per <br />the WAC 139.12. The purpose of these representatives is to increase the transparency of the <br />process surrounding OIS independent investigations. <br />o The committee discussed the survey and where we were in the process. Chris Partman was <br />not present to advise. Roger Arnold indicated that he was in possession of the materials and <br />offered to provide the materials for a final review by the committee. I offered to secure the <br />funding necessary to translate the survey in the proposed languages (Spanish, Vietnamese, <br />Burmese, Arabic, Somali, Nepalese). <br />• Good of the order: The committee discussed a tour of the Valley Communications Center <br />Next meeting will be on Thursday, 2/13/20 from 6:30pm — 8:00pm in the Duwamish Conference Room <br />(6300 Southcenter Blvd, 2nd floor).
