City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Bruce Linton, Police Chief <br />BY: Bruce Linton <br />CC: Mayor Allan Ekberg <br />DATE: February 28, 2020 <br />SUBJECT: Walker and Bicyclist Safety Enhancements Grant Proposal <br />ISSUE <br />Committee approval to submit the Walker and Bicyclist Safety Enhancement Project Grant awarded by <br />the Washington Traffic Safety Commission. <br />BACKGROUND <br />There is community and Council support for the solicitation of the Walker and Bicyclist Safety <br />Enhancement Project Grant. The community interest and discussion originated at a recent Action <br />Tukwila Meeting. Council President Quinn and Council Member Delostrinos-Johnson were present and <br />are supportive of the grant application. A collaborative effort between the community members and the <br />City could generate ideas on the focus areas and how we could best administer the grant to gain the <br />maximum impact to our community. <br />The grant range is between $30,000 to $70,000 with a 10% match. Funds may be used towards the <br />following focus areas and each focus area will require a separate grant application: <br />• Training of law enforcement officials on state laws applicable to pedestrian and bicycle safety. <br />• Enforcement mobilizations and campaigns designed to enforce state traffic laws applicable to <br />pedestrian and bicycle safety. <br />• Public education and awareness programs designed to inform motorists, pedestrians, and <br />bicyclists of state traffic laws applicable to pedestrian and bicycle safety. <br />DISCUSSION <br />Based on the focus areas, the Police Department will facilitate the solicitation for the City and will <br />coordinate with Action Tukwila and other stakeholders to generate ideas surrounding the scope of <br />projects relating to the selected focus areas. An initial stakeholder suggestion is to focus our efforts on a <br />public education campaign targeted at youth and other vulnerable populations. Our current <br />demographics and pedestrian safety concerns within our City will generate relevant content to this <br />application process, hence the recommended focus areas for the grant submission. <br />FINANCIAL IMPACT <br />The required 10 percent match will range between $3,000 and $7,000.
