City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Community Services and Safety Committee <br />FROM: Bruce Linton, Chief of Police <br />CC: Mayor Ekberg <br />DATE: March 23Id, 2020 <br />SUBJECT: Police Utility Task Vehicle (UTV) Purchase <br />ISSUE <br />Pursuant to TMC 3.32.040 (Unbudgeted or Fixed Asset Item), the Police Department is seeking <br />Committee approval to purchase a UTV using Seizure Forfeiture Funds. <br />BACKGROUND <br />In accordance with the City's stated goals of providing for a Community of Inviting <br />Neighborhoods & Vibrant Business Districts and a Solid Foundation for All Tukwila Residents, <br />the Police Department recognizes that not all of our Businesses and Residents/Visitors are <br />always easily reached via the use of traditional patrol vehicles. Whether it's on the City's trails, <br />within our parks, or deep inside crowded open spaces, the Police Department needs to be able <br />to provide services quickly and at a high level. <br />DISCUSSION <br />A UTV is a four -wheeled utility vehicle that is considerably smaller and lighter than a patrol <br />vehicle but still capable of carrying multiple people and an assortment of standard and <br />emergency gear and equipment. Its smaller size allows the vehicle and its occupants to travel <br />on the City's larger trails and within our parks without disturbing others while still providing <br />Officers with the means to offer services to homeless encampments and to provide a highly - <br />visible and marked Police presence to residents and visitors that are taking advantage our City's <br />more natural spaces. <br />During periods of higher -density populations (such as our Business District during the Holidays) <br />or times of civil unrest, a UTV will provide additional security and shorter response times to <br />those areas congested by larger vehicles or crowds. <br />The Police Department's UTV will be deployed with decals, an emergency lightbar, and a <br />siren/PA system that will clearly identify it as a Police vehicle and allow for hailing and public <br />address communications. <br />FINANCIAL IMPACT <br />This project is estimated to cost approximately $26,000 and, because available Seizure <br />Forfeiture Funds are to be used, there will be no impact to the General Fund. <br />RECOMMENDATION <br />The Committee is being asked to approve this purchase. <br />ATTACHMENTS <br />None <br />
