Page 2 <br />Work Session Minutes <br />February 27, 2020 <br />2. Owner occupancy requirement: <br />PC Recommended option 1: <br />Keep the owner occupancy requirement. <br />3. More than two units on one lot: <br />PC Recommended option 2: <br />Allow a detached ADU on lots that have a legal non -conforming duplex and the minimum <br />lot size is 19,500 sq. ft. thus meeting density requirements of the LDR zone. <br />Revision: Include design standards for parking. <br />4. Amnesty: <br />PC Recommended option 2: <br />Do not extend the Amnesty Program <br />Action Items: <br />• Staff will return with information on the difference between impact fees cost for detached <br />and attached ADUs, and why there is a charge for one and not the other; and whether the <br />payments can be made monthly. <br />• Staff will verify whether the Congress New Urbanism (CNU) report addresses forgiving <br />impact fees. <br />• Staff will research other options, 1) Can fees be reduced based on income, 2) Are there pro- <br />rated programs based on income? <br />(Commissioner Martinez said the City runs on revenue, and he does not think impact fees <br />should be removed) <br />• For number 7 on Page 27 of the staff report - Staff will provide potential examples of <br />diagrams for setbacks of the existing single -family dwelling to determine the ability to <br />build an ADU in front of the dwelling. <br />• Request was made for legal counsel regarding enforceability and liability pertaining to <br />owner occupancy requirements. <br />• Staff will provide information on the number of lots that are larger than 19,500 sq. ft. for <br />zoning amendment number 3 listed above. <br />• Staff will provide the Commissioners a link of the CNU traffic study. <br />Submitted by: Wynetta Bivens <br />PC Secretary <br />
