Citvof <br />.: City Council Community Services & Safety Committee <br />Meeting Minutes <br />May 11, 2020 - 5:30 p.m. - Electronic Meeting due to COVID-19 Emergency <br />Councilmembers Present: Kate Kruller, Chair; Thomas McLeod, Cynthia Delostrinos Johnson <br />Staff Present: David Cline, Laurel Humphrey, Bruce Linton, Jay Wittwer, Laurel <br />Humphrey <br />Chair Kruller called the meeting to order at 5:30 p.m. <br />I. BUSINESSAGENDA <br />A. Grant Application: 2021 Minor Home Repair Program <br />Staff is seeking Council approval to submit an application to King County requesting $110,000 <br />in Community Development Block Grant funds for the 2021 Minor Home Repair Program. <br />Committee Recommendation: <br />Unanimous approval. Forward to May 18, 2020 Regular Consent Agenda. <br />B. 2019 Police Department Annual Report <br />The report included 2019 highlights, divisional reports, partnerships, recognitions, <br />promotions, and crime statistics. <br />Committee question(s) requiring follow up <br />Revisit future of the take-home car program with Council input. <br />Committee Recommendation: <br />Discussion only. <br />C. 2019 Fire Department Annual report <br />The report included information on calls for service, response operations, response times, fire <br />losses, CPR results, organizational accomplishments, budget, and training. Councilmember <br />McLeod expressed disappointment that the report did not explicitly meet the requirements <br />outlined in RCW 35.103 regarding goals and plans to address deficiencies. Chair Kruller asked <br />about the reason for dropping the response times below the National Fire Protection <br />Association's (NPA)standard 1710 last November. <br />Committee Recommendation: <br />Discussion only. <br />D. Fire Department Budget Proviso Update <br />The 2019 Annual Report was delivered to Council on April 27, 2020 and a 15t Quarter budget <br />report will be presented to the Finance Committee in May. The consultant that had been hired <br />for the 3rd party review has not delivered results and has stopped responding to contact <br />attempts. <br />
