City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation & Infrastructure Committee <br />FROM: Laurel Humphrey, Council Analyst <br />DATE: June 12, 2020 <br />SUBJECT: Service and Staffing Changes resulting from COVID-19 Financial Impacts <br />ISSUE: <br />Councilmember Delostrinos Johnson has requested a discussion of staffing and service <br />impacts from COVID-19 related budget cuts. <br />BACKGROUND <br />The City has been implementing the staff -related reductions associated with the budget <br />shortfall associated with the coronavirus pandemic. Three of the bargaining groups in the <br />Teamsters voted for furloughs, reducing the workweek to 36 hours with an associated 10% <br />pay reduction, and one of the bargaining groups voted to implement the contract terms <br />resulting in the layoff of five employees. Non -represented staff are also being furloughed <br />with a 10% pay reduction and associated hour reduction. The staff leadership team members <br />are taking a 10% salary reduction with no reduction in hours. <br />City services will be impacted. The 6300 Building, home to Public Works staff, will be closed to <br />the public every Friday through the end of the year. Due to staff reductions in the <br />maintenance and trades unit, and the associated hiring freeze necessary to achieve needed <br />expenditure savings, there will be a reduction in services in the Streets Division. The <br />Department will prioritize safety -related projects and tasks, but there will most certainly be <br />delays in normal departmental duties.
