City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Jack Pace, Department of Community Development <br />BY: Alison Turner, Sustainable Transportation Program Manager <br />CC: Mayor Ekberg <br />DATE: August 11, 2020 <br />SUBJECT: TDM Regional Mobility Grant Application <br />ISSUE <br />The Transportation Demand Management (TDM) Program is asking for approval to apply for a <br />WSDOT Regional Mobility Grant. <br />BACKGROUND <br />The TDM Program was awarded and is currently administering a July 2019 — June 2021 <br />Regional Mobility Grant (RMG). A new funding award will enable the TDM Program to continue <br />providing regional TDM services in Tukwila and partner cities in South King County including <br />Burien, Des Moines, Kent, Renton and SeaTac. <br />DISCUSSION <br />The scope of the proposed 4-year (July 2021 — June 2025) $840,000 project is to provide TDM <br />programming and services to employers, residents, commuters and visitors in Tukwila and <br />partner cities to reduce traffic congestion and improve air quality in South King County. By <br />providing transportation information, resources and incentives, the project will encourage a <br />mode shift away from driving alone and increase the use of transit, carpooling, active <br />transportation, telecommuting, and new mobility services. <br />FINANCIAL IMPACT <br />There will be no impact to the general fund. Local match (20% of the project budget, $168,000) <br />will be provided by the City's TDM Allocation (formerly called Commute Trip Reduction) plus <br />funding from a federal 2023-2024 CMAQ grant and/or local in -kind funding from the Port of <br />Seattle or King County Metro should there be any. If for some reason this funding does not get <br />secured, the total project amount could be reduced to $742,050 so that the match requirement <br />can be fulfilled by the secured TDM Allocation funds alone. <br />RECOMMENDATION <br />Committee decision to apply for the grant. <br />ATTACHMENT <br />Tukwila TDM Concept.pdf <br />
