Allan Eber, �. �ayr. <br />Public "cr e entrIPo Int ri tree° <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation & Infrastructure Committee <br />FROM: Had Ponnekanti, Acting Public Works Director <br />BY: Michael Ronda, PW Project Manager <br />CC: Mayor Ekberg <br />DATE: September 18, 2020 <br />SUBJECT: 2019 Small Drainage Program <br />Project No. 91941201, Contract No. 19-163 <br />Project Completion and Acceptance <br />ISSUE <br />Accept contract as complete and authorize release of retainage and performance bonds. <br />BACKGROUND <br />The Notice to Proceed for Contract No. 19-163 with KC Equipment LLC, of Seattle Washington, <br />was issued on January 6, 2020 for the 2019 Small Drainage Program. This project provided for <br />drainage improvements at seven locations within Tukwila including access improvements at critical <br />maintenance facilities, repairs to several sections of pipe in the Tukwila storm drainage system and <br />cast -in -place pipe liners at five specific locations. <br />DISCUSSION <br />Construction was physically completed on April 1, 2020. One change order for $3,658.86 was <br />executed and several minor changes were implemented through the Force Account (FA) and Field <br />Directive (FD) process. These changes included using a slightly modified liner method which should <br />provide a better quality product for the existing field conditions, removal of an illicit connection to the <br />storm system prior to lining and modifications to a handrail at one of the intake structures to meet <br />current safety standards. <br />FINANCIAL IMPACT <br />The construction contract at award was $434,267.50, and the total project budget included a 10% <br />contingency for a total of $477,694.25. Changes in underruns and overruns experienced in <br />existing unit price items were due to minor changes in material quantities measured during <br />construction and amounts charged to the force account items.
