2, At least two members shall be owners or managers of businesses located
<br />within the City, providing that, if the business community is unable to fill one of its two
<br />poli tions, a resident may fill one of the business board member pos i tio ns.
<br />3. One niern[vvr shall represent the school district(s) within the City, and
<br />4. One position shall bo, a high, school student and resident of the City. This
<br />single, voting position may be occupied by only a duty authorizAM representative of
<br />student government.
<br />2,39.03O AppointmentTerins
<br />A. All Board Trienibers shall be appointed by the Mayor, %vith the exception of (tie
<br />resident high school student who shall be nominated by her/his high school student
<br />government organization. All Board appointments, with the exception of the student
<br />position, shall be. subject to confirmation by the City Council.
<br />& Initial appointments to the Board shall be made for the following teens:
<br />L One member of the Board shall be appointed to a one-year term;
<br />I Two members of the Board shall be appointed to two-year ternis;
<br />3. Two members of the Board shall be appointed to three-year terms;
<br />4. Three members of the Board shall be appointed to four-year terms; and
<br />5. The student representative position shall be maintained by the student
<br />govt,!rnnient body.
<br />C. All subsequent appointnients, except for vacancies and the student
<br />representative, shall be for four-year terrns, provided that members shall reniain in
<br />office until theirSuCCOSsors aro appointed and confirmed.
<br />D. Vacancies occurring other than through the expiration of terms shall litro filled for
<br />the remainder of the term of the member being replaced. Vacancies shall be filled in the
<br />same manner as initial appointment.5are filled.
<br />E Members may be removed at will at an), time prior to the end of their lean by
<br />the Mayor. In addition, members who fail to altend three consecutive incetings, regular
<br />or special, may be considered to have vacated their positions and niay be replaced, as
<br />provided for herein. Any member who ceases to have the qualifications provided in
<br />'I'MC: 2.39,020, Composition of Board, shall be deemed to have forfeik,d his or her office,
<br />,'.3 .040 Compensation

<br />2,3%050 Duties of the Board
<br />A. The duties of the Board shall incl kk�,trout not be Ifinited to, advising and making
<br />recornint-,nidations via [!tie Chief of Police on, issueconcerning public safely and police
<br />services within the City, such as:
<br />-1. To enhance pol ice-com in unity re -la tj (ins;
<br />2, To review and provide a cominunity perspective and recorallIenclatiOns,
<br />concerning procedures, programs, and the offectiveness ofthe police service;
<br />I 'To promote public awareness of the City's police services and prograrns
<br />including, but not limited to, business and residential crime prevention programs,
<br />safety training, domestic violence intervention, an(,] D.A.R.E.;
<br />4, 'To field public ineetings from time to time to solicit public input regarding
<br />police services and programs,
<br />5, To serve ansa liaison between the Police Department and the comm Unit y,-
<br />6. To encourage, individuals and community JYMUPS to assist the POhCO
<br />Department in the implementation of police progrdnis and services; and
