April 19, 2019 <br />This letter is intended to clarify Section 6 of the Martin Luther King County Interlocal <br />Agreement for Automatic Aid. To date, 22 of the 27 public fire service agencies have <br />signed. Three of the five agencies remaining are moving forward with their respective <br />approval processes. <br />To address Kirkland's concerns with the language in Section 6 of the agreement, the <br />following clarification is to explain the background and intent. <br />The first concern was with the last sentence of the first paragraph, which states "All <br />participating Agencies shall have resources staffed 24 -hours per day, seven days a week, <br />365 days per year, with staffing levels consistent with agreed upon standards set by the <br />Administrative Board." <br />There are two reasons this sentence is in the agreement. First, as explained in Section <br />3 — Definitions, Automatic Aid is an automatic dispatch first response program. As <br />such, resources must be constantly staffed, 24/7/365, to meet the intent of the <br />agreement. This sentence is used primarily to exclude participation by fire <br />departments whose staffing and training practices do not support achieving the <br />definition of automatic aid (in most cases these are small, rural volunteer <br />departments). <br />Secondly, this wording established the expectation, along with the sentence described <br />below, that any agency participating cannot take advantage of their neighbors by <br />placing resources unavailable because a neighbor has a resource available that can <br />provide an adequate response time One drawback to automatic aid, is the potential <br />practice that one participant could minimize its investment in its own resources to take <br />advantage of a nearby resource that a neighbor is funding.
