3. In the absence of the Mayor, the Council President shall become the Mayor <br />Pro Tempore and perform the duties of the Mayor except that the Council <br />President shall not have the power to appoint or remove any officer or to veto <br />any ordinance. <br />4. If a vacancy occurs in the office of Council President, the City Council, at <br />their next Regular Meeting, shall select a new Council President to serve the <br />remainder of the year. <br />5. If a vacancy occurs in the office of the Mayor, the City Council, at their next <br />Regular Meeting, shall elect from their number a Mayor who shall serve until <br />a Mayor is elected and certified at the next municipal election. <br />II. City Council Meetings <br />A. Regular Meetings <br />1. The City Council shall meet regularly on the first and third Mondays of each <br />month, except those designated as City holidays, at 7:00 p.m. unless an <br />alternative starting time is set and notice is provided to the public. <br />2. Regular Meetings will be held at Tukwila City Hall, 6200 Southcenter <br />Boulevard, unless otherwise publicly announced. <br />3. During Regular Meetings the City Council may take formal actions including, <br />but not limited to, adopting ordinances or passing motions or resolutions. <br />B. Committee of the Whole Meetings <br />1. The City Council shall meet as a Committee of the Whole on the second and <br />fourth Mondays of each month, except those designated as City holidays, at <br />7:00 p.m. unless an alternate starting time is set and notice is provided to <br />the public. <br />2. The Committee of the Whole shall meet at Tukwila City Hall, 6200 <br />Southcenter Boulevard, unless otherwise publicly announced. <br />3. Meetings of the Committee of the Whole shall be held primarily to discuss <br />policy matters in detail. The Committee of the Whole will have no power to <br />take final actions including, but not limited to, adopting ordinances or passing <br />motions or resolutions. <br />C. Special Meetings <br />Special meetings may be called by the Mayor, Council President, or any three <br />Councilmembers by delivering written notice personally, by mail, by fax, or by <br />electronic mail to each member of the Council at least 24 hours before the time <br />specified for the proposed meeting and with public notice made pursuant to RCW <br />42.30.080. <br />2 4/5/21 <br />10 <br />
