IV(F)5 If a resolution or ordinance, the City Clerk may read the item by title only or, if requested by any Councilmember, the document may be read in its entirety. New IV(F)6 A motion may be withdrawn by the maker of the motion at any time, without the need for a "second" per item 2 above. New IV(F)7 A motion to amend is defined as amending a motion that is on the floor and has been seconded, by inserting or adding, striking out, striking out and inserting, or substituting.
