City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Finance & Governance Committee <br />FROM: Laurel Humphrey, Legislative Analyst <br />DATE: June 30, 2021 <br />SUBJECT: City Council Onboarding <br />ISSUE <br />Review of materials and resources provided to new Councilmembers. <br />BACKGROUND <br />The current Legislative Analyst has overseen the process for onboarding three <br />Councilmembers and has updated and refined the approach and materials each time. In 2022 <br />the City Council will have a minimum of two new members and staff is seeking Committee <br />feedback on the process. <br />In addition to copies of the current Budget and Capital Improvement Program, new <br />Councilmembers are provided with a resource book containing information about Council <br />rules, duties, legal guidelines, distinguishing policy from administration, and more. <br />Councilmembers are also provided with a City Administration onboarding book that contains <br />written information about the City's strategic goals and priorities, summaries of all city <br />departments and key initiatives, and information about internal committees and Boards and <br />Commissions. For 2022, staff plans to create a Council onboarding sharepoint page <br />containing electronic copies of these materials. <br />Other additions staff is planning include written information on making motions, training on <br />the City's Equity Policy, and meetings with the City Attorney to gain an overview of current <br />legal matters requiring the Council's attention. <br />Below is a checklist that shows the current plan for printed material, logistics, and required <br />meetings.
