City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Community Services and Safety Committee <br />FROM: Chief of Police Eric Dreyer <br />BY: Chief of Police Eric Dreyer <br />CC: Mayor Allan Ekberg <br />DATE: July 27, 2022 <br />SUBJECT: Renew Puget Sound Auto Theft Task Force Interlocal Agreement <br />ISSUE <br />The City of Tukwila has been a partner and one of the original founders of the Puget Sound Auto <br />Theft Task Force (PSATT). There have been recommended amendments to the agreement that <br />require the signing of a new interlocal agreement. <br />BACKGROUND <br />Tukwila helped form the Puget Sound Auto Theft Task Force in 2017 with the intent of taking a <br />regional approach to organized auto theft in the Puget Sound area. Originally, Tukwila had a <br />Commander and a Sergeant assigned to the task force. Later adding a Detective as well to <br />address Tukwila specific auto theft. At the beginning of our staffing shortage, we had to pull all <br />staff back from their involvement with the task force. However, we still partner with them, <br />and through the interlocal, reserve the ability to participate by supplying staff in the future and <br />taking on an active role to meet the Tukwila Community's needs. <br />DISCUSSION <br />There were recommended changes to the interlocal that require the signing of an amended <br />interlocal agreement by each participating agency. The changes include: <br />1. Amending the time frame of the interlocal to be exclusive of the two-year grant cycle, <br />allowing the agreement to continue until the presiding board agrees to dissolve the <br />task force. <br />2. Allowing the executive board to add or subtract participants without having to initiate <br />a new interlocal. <br />(The remainder of the agreement remains the same) <br />FINANCIAL IMPACT <br />There is no financial impact. If staff are assigned to the task force, their wages and benefits are <br />covered by the grant that funds the task force. <br />RECOMMENDATION <br />We recommend that the Council authorize the Mayor to sign the interlocal agreement to <br />continue our participation and access to the resource.
