City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Community Services & Safety Committee <br />FROM: Eric Dreyer, Chief of Police <br />BY: Kayla Sainati, Emergency Management Coordinator <br />CC: Mayor Ekberg <br />DATE: April 10, 2023 <br />SUBJECT: 21 EMPG Reallocation Grant—Acceptance Requested <br />ISSUE <br />The Police Department's Emergency Management Division is informing the Committee that it <br />has been awarded the 2021 EM PG Reallocation Grant in the amount of $28,000 that will fund <br />disaster preparedness kits for underserved populations within our community. <br />BACKGROUND <br />The Emergency Management Preparedness Grant (EMPG) will provide a minimum of 135 kits <br />to families in the Tukwila School District that are low income and Limited English Proficiency <br />who may not otherwise have the means to build an emergency kit. For information on the kits' <br />proposed contents, please see attached supply list. <br />DISCUSSION <br />On February 20, 2023, Tukwila Emergency Management submitted a project proposal in the <br />amount of $28,000 that would provide funding for disaster preparedness kits. The grant has a <br />matching component, but in the form of a guarantee of EM staff's time to manage the grant and <br />prepare the kits. No unbudgeted cash outlay is expected. <br />As a reminder, The Emergency Management Preparedness Grant Program (EM PG) is a federal <br />grant provided to local governments to assist in preparing for all hazards, as authorized by the <br />Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended. The program's <br />goal is to further assist communities in preparing for hazards in their community by providing <br />funding for a range of projects, including public education, community preparedness, equipment <br />purchases, and more. This goal is well -aligned with the mission of the Police Department's <br />Emergency Management Division to make the Tukwila community more prepared for the <br />disaster(s) we may experience, and thereby make the community more resilient to the <br />consequences and impacts of disasters. If provided with approval for acceptance, the Police <br />Department will be able to build and distribute preparedness kits to the community. Ultimately, <br />helping some of our most vulnerable populations be more prepared. <br />FINANCIAL IMPACT <br />The expected incremental expense to the city is little to none. While the grant does require a <br />matching component, it's structured such that Tukwila's contribution comes in the form of <br />Emergency Management personnel's already -budgeted payroll expenditures for the time and <br />effort the team will be spending managing the grant and assembling the preparedness kits. The <br />2021 EM PG Reallocation Grant will be considered unbudgeted revenue that is incremental the <br />2023 Revenue Budget. EM PG requires the matching component to demonstrate that our <br />jurisdiction has invested in emergency management programs. <br />RECOMMENDATION <br />For information only. <br />63 <br />
