Gray, Public Works Operations Manager <br />Mayor Allan Ekberg <br />June 02, 2023 <br />Homeless Abatement @ 13504 Tukwila International BLVD <br />Issue <br />Approve a contract with Belfor for mitigation & abatement of large homeless encampment. <br />Background <br />Tukwila Police Department contacted Public Works to schedule a homeless camp abatement. The <br />homeless camp is in the wooded area near 13504 Tukwila International BLVD. The camp is very well <br />established with several erected shelters, debris is propagated throughout the woods with an elaborate <br />trail system with steep terrain which makes the area inaccessible by machine, cleanup will be done by <br />hand. There is a significant accumulation of garbage and drug paraphernalia. Public Works will support <br />Belfor with lane closure in the work zone area. The camp poses risk of fire to the wooded area. <br />Analysis <br />Bid proposals were solicited by contacting three companies, Belfor was the sole company to provide a <br />proposal. The proposal has been reviewed and no errors were found. <br />Financial Impact <br />The sole bid was from Belfor, with a time and material cost estimate of $65,598.16 plus tax of <br />$6,625.41 for a contract total of $72,223.57.
