City of Tukwila <br />City Council Finance & Governance Committee <br />Meeting Minutes <br />May22, 2023 - 5:30 p.m. - Hybrid Meeting; Duwamish Conference Room & MS Teams <br />Councilmembers Present: Kate Kruller, Chair; Kathy Hougardy, De'Sean Quinn <br />Staff Present: <br />Laurel Humphrey <br />I. BUSINESS AGENDA <br />A. City Council Rules of Procedure Update <br />Councilmembers discussed the proposed changes to the Rules of Procedure. Committee <br />changes are outlined below by section. <br />• I.C.2 - Councilmember Kruller suggested strikingthe reference to "minimal" as "limited <br />impact" is sufficient. Councilmembers Hougardy and Quinn were in favor of retaining <br />the language as presented. <br />• IV.A.3 - The Committee requested language retaining flexibility for the Council <br />President to find a replacement in limited circumstances, while retaining the ability for <br />the full Council to make a selection when the Council President plans to be gone for 3 <br />or more meetings. <br />• IV.E.9 - Staff noted that City Administrator should be change to City Administration and <br />the Committee agreed. <br />• V.B - Staff noted that the rule "Speakers will be limited to commenting once per item <br />during the meeting" was inadvertently deleted and should be re -added; the Committee <br />agreed. <br />• V.B.17. - The Committee requested language allowing the President Officer to restate <br />follow-up plans when appropriate. <br />• VI.A.9 - The Committee requested language clarifying when public comment is <br />allowed. <br />• VIII.B - Add Rule regarding Councilmember responsibility for compliance with the <br />OPMA. <br />• VIII.B.4 - Add "only" before "three Councilmembers and remove "A fourth arriving <br />member will need to leave." <br />Committee Recommendation <br />Forward to June 12, 2023 Committee of the Whole meeting. <br />B. Honorary Street Designation for Jim Haggerton <br />This item was postponed. <br />MISCELLANEOUS <br />The meeting adjourned at 6:53 p.m. <br />Committee Chair Approval <br />
