or, at its discretion, procure or renew such insurance and pay any and all <br />premiums in connection therewith, with any sums so expended to be repaid <br />to the City on demand, or at the sole discretion of the City, offset against <br />funds due the Consultant from the City. <br />8.7. The City shall be named as additional insured on the comprehensive general <br />liability policies provided by NG under this Agreement. NG shall require any <br />subcontractors doing work under this Agreement to provide and maintain the same <br />insurance, which insurance shall also name the City and its officers, employees, <br />and authorized volunteers as additional insured. <br />8.8. Certificates showing NG is carrying the above described insurance, and evidencing <br />the additional insured status specified above, shall be furnished to the City within <br />thirty (30) calendar days after the date on which this Agreement is made. Such <br />certificates shall show that the City shall be notified of all cancellations of such <br />insurance policies. NG shall forthwith obtain substitute insurance in the event of a <br />cancellation. <br />8.9. All insurance required by express provision of this Agreement shall be carried only <br />in responsible insurance companies licensed to do business in the State of <br />Washington and shall name as additional insured the City. NG will furnish the City <br />with Certificates of Insurance and applicable endorsements for all such policies <br />promptly upon receipt of them. NG may effect for its own account insurance not <br />required under this Agreement. <br />9. CHANGE ORDERS OR ADDITIONAL SERVICES. Changes to Services and <br />additional Systems may be added to this Agreement by mutual consent of the Parties in <br />writing as an addendum to this Agreement. The City and NG agree that should legislation <br />or local ordinance be enacted to enable new photo enforcement solutions within the City's <br />jurisdiction, the City shall have the option to negotiate services and fees and issue a change <br />order to cover such services. <br />9.1. The City will appoint a project manager, which shall be an administrative ranked <br />City Police Officer who will have oversight of the installation and implementation <br />of the NG systems. The project manager has the authority to make daily operational <br />management decisions. Only the Mayor or his/her designee has the authority to <br />authorize additional systems exceeding the original agreement, change orders, <br />request additional services, and extensions. <br />10.
