City of Tukwila <br />City Council Planning & Community Development Committee <br />Meeting Minutes <br />July 17, 2023 - 5:30 p. m. - Hybrid Meeting; Hazelnut Conference Room & MS Teams <br />Councilmembers Present: Kathy Hougardy, Chair; De'Sean Quinn, Thomas McLeod <br />Staff Present: Nora Gierloff, Nancy Eklund, Derek Speck, Brandon Miles, Nora Gierloff, <br />Neil Tabor, Isaac Gloor <br />Guests: Elliott Weiss, Community Attributes; Phil Combs, Segale <br />Chair Hougardy called the meeting to order at 5:30 p.m. <br />BUSINESS AGENDA <br />Consensus existed to consider items C and D first. <br />C. Resolution: Multifamily Tax Exemption Program <br />Per Committee direction, staff prepared a Resolution of Intent to consider designating the <br />Southcenter area as a residential targeted area for a multifamily property tax exemption <br />program. <br />Item(s) for follow-up: <br />• Include a procedure for tracking applications and notifying the City Council before the <br />number of housing units in the applications exceeds the limit. <br />Committee Recommendation <br />Unanimous approval. Forward to July 24, 2023 Committee of the Whole. <br />D. Economic Development Strategy Update <br />Committee members and staff discussed the community engagement results. <br />Committee Recommendation <br />Discussion only. <br />A. State Environmental Policy Act (SEPA) Threshold Updates <br />Staff discussed a plan to amend the Tukwila Municipal Code to streamline and update permit <br />processes related to SEPA environmental determinations. <br />Committee Recommendation <br />Return to Committee following 60 -day public notice period. <br />
