City of Tukwila City Council Planning & Community Development Committee Meeting Minutes August 7, 2023 - 5:30 p.m. - Hybrid Meeting; Hazelnut Conference Room & MS Teams Councilmembers Present: Kathy Hougardy, Chair; De'Sean Quinn, Thomas McLeod Staff Present: David Cline, Derek Speck, Laurel Humphrey, Nora Gierloff, Kari Sand Guests: Elliott Weiss, Community Attributes; Artie Nosrati, Transit Riders Union; Chad Vaculin, Stay Housed Stay Healthy Coalition Chair Hougardy called the meeting to order at 5:30 p.m. BUSINESS AGENDA A. Economic Development Strategy Update Staff and Mr. Weiss presented an update, including engagement findings and the draft vision, goals, strategies and actions. Committee Recommendation Discussion only. B. Renter Protection Policy Proposals Committee members discussed the City Attorney's recommendations on the proposals put forward by the Transit Riders Union. Item(s) for follow-up: • The Committee directed staff to prepare an ordinance for full Council consideration to include the following components: o 120 days' notice of rent increases over 3%, 180 days if over 10% o Move -in costs capped at 1 -month rent, right to pay installments over 6 months (or 2 months for leases shorter than 6 months) o Cap on late fees o Just case provision with no lease loophole o Ability to adjust rent due date for tenants on fixed income o No social security number required for application o No rent increase for properties failing inspection • Conduct public outreach on the proposals • Provide information regarding any tenant protections enacted by the City of Renton • Convey that the city opposes deceptive and abusive practices in any written landlord/tenant information. Committee Recommendation Forward draft ordinance to Committee of the Whole.
