City of Tukwila <br />City Council Planning & Community Development Committee <br />Meeting Minutes <br />August 7, 2023 - 5:30 p.m. - Hybrid Meeting; Hazelnut Conference Room & MS Teams <br />Councilmembers Present: Kathy Hougardy, Chair; De'Sean Quinn, Thomas McLeod <br />Staff Present: David Cline, Derek Speck, Laurel Humphrey, Nora Gierloff, Kari Sand <br />Guests: Elliott Weiss, Community Attributes; Artie Nosrati, Transit Riders Union; <br />Chad Vaculin, Stay Housed Stay Healthy Coalition <br />Chair Hougardy called the meeting to order at 5:30 p.m. <br />BUSINESS AGENDA <br />A. Economic Development Strategy Update <br />Staff and Mr. Weiss presented an update, including engagement findings and the draft vision, <br />goals, strategies and actions. <br />Committee Recommendation <br />Discussion only. <br />B. Renter Protection Policy Proposals <br />Committee members discussed the City Attorney's recommendations on the proposals put <br />forward by the Transit Riders Union. <br />Item(s) for follow-up: <br />• The Committee directed staff to prepare an ordinance for full Council consideration to <br />include the following components: <br />o 120 days' notice of rent increases over 3%, 180 days if over 10% <br />o Move -in costs capped at 1 -month rent, right to pay installments over 6 months (or <br />2 months for leases shorter than 6 months) <br />o Cap on late fees <br />o Just case provision with no lease loophole <br />o Ability to adjust rent due date for tenants on fixed income <br />o No social security number required for application <br />o No rent increase for properties failing inspection <br />• Conduct public outreach on the proposals <br />• Provide information regarding any tenant protections enacted by the City of Renton <br />• Convey that the city opposes deceptive and abusive practices in any written <br />landlord/tenant information. <br />Committee Recommendation <br />Forward draft ordinance to Committee of the Whole. <br />
