City of Tukwila <br />City Council Planning & Community Development Committee <br />Meeting Minutes <br />September 18, 2023 - 5:30 p.m. - Hybrid Meeting; Hazelnut Conference Room & MS Teams <br />Councilmembers Present: Kathy Hougardy, Chair; De'Sean Quinn, Thomas McLeod <br />Staff Present: David Cline, Nora Gierloff, Stacy Hansen <br />Chair Hougardy called the meeting to order at 5:30 p.m. <br />BUSINESS AGENDA <br />A. Amendment to Interlocal Agreement: Community Development Block Grant Program <br />Staff is seeking Council approval of an amendment to the ILA to include language related to <br />fair housing, civil rights, and Section 3 obligations. <br />Councilmember Quinn recused himself from discussing this item due to his employment with <br />the County. <br />Committee Recommendation <br />Majority approval. Forward to September 18, 2023 Regular Meeting. <br />B. Ordinance: SEPA Thresholds <br />Staff is seeking Council approval of an ordinance to update permit processes related to SEPA <br />environmental determinations. <br />Item(s) for follow-up: <br />• Add information to the memo describing outreach to Boeing. <br />Committee Recommendation <br />Unanimous approval. Forward to September 25, 2023 Committee of the Whole. <br />MISCELLANEOUS <br />Councilmember Quinn referenced the possibility of revisiting the renter protection project in light <br />of recent court decisions. <br />The meeting adjourned at5:51 p.m. <br />KJH <br />Committee Chair Approval <br />
