BAR/PC Public Hearing <br />09/14/23 <br />Page 3 <br />Motion <br />Commissioner Mann moved to approve Case Number L23-0004, Design Review with no conditions as <br />recommended by staff. Commissioner Probst seconded the motion. Motion carried. <br />b. Planning Commission — Public Hearing, L23-0092 <br />Chair Sidhu introduced the project to be considered and invited staff to go over the meeting protocols. <br />Meeting Protocols — Planning Commission <br />Neil Tabor, Senior Planner, AICP, DCD, reviewed the meeting protocols for the PC public hearing. <br />Chair Sidhu opened the PC public hearing for: <br />CASE NUMBER: L23-0092 <br />PURPOSE: Update to development regulations in Tukwila Municipal Code including Accessory <br />Dwelling Units (ADUs), Parking and other miscellaneous other updates in Title 17 <br />and Title 18. <br />LOCATION: N/A <br />Chair Sidhu swore in the staff and the applicant that would be speaking. Chair Sidhu asked staff to review <br />the meeting protocols. <br />Neil Tabor asked the Commissioners the Appearance of Fairness Questions. There were no disclosures. <br />(In error, Staff directed the Chair to include this process, however it is unnecessary for legislative public <br />hearings) <br />Joint Staff Presentation <br />Neil explained the purpose of the public hearing is to discuss the proposed amendments to the Zoning <br />Code for several topics and for the PC to make a recommendation. He stated due to the number of state <br />law changes staff is recommending separating code amendments into multiple packets and this is the <br />first packet (detail of the entire proposal is found in the Staff Report in the Planning Commission <br />packet.) <br />Isaac Gloor, Associate Planner, DCD, and Neil Tabor, AICP, Senior Planner, reviewed the elements of <br />the staff report pertaining to: <br />1. ADUs: <br />2. Parking near transit requirements <br />3. Comprehensive Plan and Development Regulations Amendment Process <br />4. Home Occupation Standards <br />5. Wireless communication facility permits application type procedures. <br />6. Variance requirements for lot area. <br />7.
