WALDEN LaTRICIA KINLOW <br />Presiding Judge Judicial Branch Administrator <br />INFORMATIONAL MEMORANDUM <br />TO: Finance and Governance <br />FROM: Tukwila Municipal Court <br />BY: Kimberly Walden, Presiding Judge <br />LaTricia Kinlow, Judicial Branch Administrator <br />CC: Mayor Ekberg, David Cline <br />DATE: October 23, 2023 <br />SUBJECT: Request to Hire One Full -Time Court Operations Associate and <br />Increase Current .75 FTE Court Operations Assistant to 1 FTE <br />ISSUE <br />The Tukwila Municipal Court is requesting approval and funding for additional staffing to <br />support the school zone photo enforcement program. <br />BACKGROUND <br />In 2019, the City Council) approved the Police Department's request to implement photo <br />enforcement for the school zone located at the 4500 block of S. 144th Street. During the <br />approval process the Council asked if the municipal court will be impacted. I informed the <br />Council based on my communication with my colleagues in other jurisdictions where photo <br />enforcement occurs that the court would need an additional 1.25 FTE to support the photo <br />enforcement program consisting of four cameras. The court's request was approved. <br />In August 2023, the City Council approved an amendment to the contract that will allow for <br />additional photo enforcement cameras at the request of the Police Department. The initial <br />communication was that two cameras would be added. Later we learned a total of four <br />cameras will be added to the program. To support the expansion of the photo enforcement <br />program, the court is requesting a budget amendment to increase staffing by 1.25 FTE. <br />DISCUSSION <br />The court has successfully implemented several technology enhancements to assist us with <br />the processing of the photo enforcement infractions. This is the reason why our request for <br />additional staffing is limited. Additional staffing is necessary to effectively and efficiently <br />process the citations issued by the Police Department, adequately assist the customers who <br />receive the infractions, and allow sufficient staffing to support the program. <br />29 <br />
