3. In the absence of the Mayor, the Council President shall become the Mayor <br />Pro Tempore and perform the duties of the Mayor except that the Council <br />President shall not have the power to appoint or remove any officer or to <br />veto any ordinance. <br />4. If a vacancy occurs in the office of Council President, the City Council, at <br />their next Regular Meeting, shall select a new Council President to serve <br />the remainder of the year. <br />5. If a vacancy occurs in the office of the Mayor, the City Council, at their next <br />Regular Meeting, shall elect from their number a Mayor who shall serve until <br />a Mayor is elected and certified at the next municipal election. <br />C. Working Relationship with City Administration <br />1. Councilmembers should approach work with a collaborative spirit, <br />assuming that city staff also want a successful outcome toward what is best <br />for the City of Tukwila. <br />2. Councilmembers should communicate with staff in a respectful tone that <br />acknowledges their professionalism, experience, and expertise. <br />3 If a Councilmember has a concern with staff behavior or something a staff <br />member says in any setting, they will address that concern to the Mayor and <br />City Administrator. <br />4. The City Council expects that staff presentations be clear and concise, and <br />that questions are answered directly and efficiently. <br />D. Requests for Administration Staff Assistance <br />1. Requests for staff time in the form of assistance or a work product should <br />be made through appropriate channels, which are determined based upon <br />the nature of the request. <br />2. Requests for staff time are either minimal, with limited impact, or <br />significant, meaning requiring one or more hours to complete and/or <br />requiring the creation of a new work product, thereby affecting schedules, <br />work assignments, or staffing levels. <br />3 No Councilmember shall request or direct staff to initiate any significant <br />action, project or study without the consent of a majority of the Council <br />obtained during a Committee of the Whole or Regular or Special Meeting. <br />4. The City Council should consider existing City priorities, budget and staffing <br />levels when deliberating such a request. If approved by the full Council, the <br />request will be noted on an appropriate committee work plan. <br />5. Regardless of the level of staff assistance, written information provided by <br />staff should be distributed to all Councilmembers. <br />2 4/12/24 <br />
