TO: <br />FROM: <br />BY: <br />DATE: <br />SUBJECT: <br />Thomas McLeod, Mayor <br />Public M 'orks Depart r rent Hari Ponnekanti, Director/City Engineer <br />INFORMATIONAL MEMORANDUM <br />Transportation and Infrastructure Services Committee <br />Harry Ponnekanti, Public Works Director / City Engineer <br />Sherry Edquid, Project Manager <br />April 19, 2024 <br />Surface Water Comprehensive Plan <br />Project No. 82141202 <br />2024 Draft Surface Water Comprehensive Plan for Review <br />ISSUE <br />Introduce the proposed 2024 Draft Surface Water Comprehensive Plan (SWCP) and review <br />the Capital Improvement Projects. <br />BACKGROUND <br />The City hired Otak to update our SWCP to provide a strategic framework for addressing <br />drainage issues, water quality, erosion/sedimentation issues, habitat needs along with <br />maintenance and condition assessment of the existing stormwater system. This plan was last <br />updated in 2013. <br />DISCUSSION <br />The SWCP includes programmatic solutions and policies, studies, and future capital projects. <br />These recommendations were developed by reviewing past project lists, interviewing staff, and <br />conducting field assessments and public outreach. Past projects that are no longer needed are <br />removed, existing project costs are updated, and new projects are added to address <br />deficiencies and goals. <br />A total of 11 individual capital projects, 5 capital improvement programs, and 3 studies are being <br />proposed in the SWCP utilizing the 412 Surface Water fund: <br />• Norfolk Outfall Trunkline Sewer Separation <br />Preliminary Feasibility Study <br />• Tukwila Pond Stormwater Quality <br />Improvement <br />• Fort Dent Park Water Quality Retrofit <br />• Tukwila Parkway / Gilliam Creek Outfalls <br />Stormwater Improvement (updated) <br />• Johnson Creek Fish Barrier Mitigation <br />Alternatives Analysis <br />• S Ryan Way Pipe Rehabilitation <br />• Fish Passage Barrier Prioritization Study <br />• Middle Fork of Southgate Creek — Stream <br />and Slope Stability Study <br />• P17 Pond and Southcenter Subarea <br />Hydraulic Study <br />• Stormwater Management Action Plan <br />(SMAP) Programmatic CIP <br />• Ecosystem Services Conservation Program <br />Staff will present the draft SWCP at the May 20th Council Meeting followed by submitting the <br />final draft, obtaining SEPA determination, and bringing the SWCP forward for final adoption. <br />RECOMMENDATION <br />Information only — full draft will be coming to the full Council at the May 20th Meeting. <br />151 <br />
