City of Tukwila <br />Thomas McLeod, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Community Services & Safety Committee <br />FROM: Eric Dreyer, Chief of Police <br />BY: Todd Rossi, Investigations Commander <br />CC: Mayor McLeod <br />DATE: June 19, 2024 <br />SUBJECT: Accurint Virtual Crime Center <br />ISSUE <br />In 2019, the Police Department contracted with LexisNexis Risk Solutions for the use of their <br />Accurint Virtual Crime Center (VCC) product suite. Since 2019, the subscription has been <br />renewed on an annual basis with the total annual costs split into monthly payments. The Police <br />Department would like to subscribe to additional modules available within the VCC increasing <br />the total annual subscription cost from $16,336.40 to $20,400. Per the proposed contract, the <br />annual subscription cost will increase 4% per year after the initial 12-month term. <br />BACKGROUND <br />In 2016, the Police Department contracted with Spillman Technologies to replace Justice, the <br />aging records management system (RMS) that had been in use for more than 20 years. <br />Modules of the Spillman RMS included software developed by BAIR Analytics. BAIR Analytics <br />was purchased by LexisNexis Risk Solutions, and Spillman Technologies was purchased by <br />Motorola Solutions. Eventually the modules developed by BAIR Analytics were removed from <br />the Spillman RMS. To maintain the capabilities offered by the module and additional analytic <br />capabilities, the PD subscribed to the LexisNexis VCC offering in 2019. <br />Due to the continued and increasing demand of electronic device analytic capabilities during <br />investigations, solutions to meet the demand were sought. One of the solutions found, TraX <br />and Virtual Pen Register, is offered by LexisNexis Risk Solutions as a module to their VCC. A <br />second option evaluated, offered by PENLiNK, provides capabilities similar to TraX and Virtual <br />Pen Register, however the annual cost is substantially more ($18,7701 for the 1st year and <br />$14,275.43 for following years) <br />TraX and Virtual Pen Register technology can quickly find and track cell phones and other <br />mobile devices in real time. This is used during investigations when a judge has approved a <br />search warrant for specific information. This tracking is crucial for locating suspects and their <br />devices involved in serious crimes. TraX and Virtual Pen Register will provide the Police <br />Department with vital investigative tools which will aid in the investigation and prosecution of the <br />most serious crimes. <br />FINANCIAL IMPACT <br />The current contract signed in 2019 with LexisNexis Risk Solutions for the Accurint VCC product <br />suite was in the base amount of $12,800 annually, with a 5% annual increase, leading to the <br />current annual cost of $16,336.40 inclusive of fees. The addition of TraX and Virtual Pen <br />register is $4,063.60, increasing the annual cost of VCC to $20,400 with a 4% annual increase <br />after the initial 12-month term. Assuming this request is approved, and the Police Department <br />continues to renew the contract with LexisNexis Risk Solutions over the next 5 years, the total <br />cost to City will be $110,492.99 vs. the current anticipated expenditure of $90,268.93. <br />The City Attorney's office has reviewed and approved this contract amendment. <br />
