City of Tukwila <br />Washington <br />Resolution No. )86 1/ <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF TUKWILA, WASHINGTON, WAIVING THE <br />BIDDING REQUIREMENTS AND AUTHORIZING <br />SOLE -SOURCE PURCHASE OF THE RUGID PUMP <br />CONTROL SYSTEM PANELS AND SENSUS WATER <br />METERS WITH AUTOMATIC METER READING. <br />WHEREAS, RCW 39.04.280(1)(a) provides for exemption from competitive bidding <br />requirements when purchases are clearly and legitimately limited to a single source of <br />supply; and <br />WHEREAS, the City's water, sewer, and surface water utility systems are equipped <br />with matching equipment and control systems for consistent operational uniformity; and <br />WHEREAS, the City currently has 10 sewer lift stations, 5 storm lift stations, 1 two - <br />MG reservoir tank and pump station, and 4 wholesale water supply taps; and <br />WHEREAS, the City's existing control system consists of pumping control panels <br />manufactured by Rugid Computer; and <br />WHEREAS, the City uses Sensus water meters with automatic meter reading <br />capability compatible with the City's Eden utility billing system; <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, <br />WASHINGTON, HEREBY RESOLVES AS FOLLOWS: <br />Section 1. It has been determined that the City's water meters and sewer pump <br />control panels are limited to a sole source. The competitive bidding requirements for <br />the City's purchase of pumping control panels and water meters are hereby waived in <br />order to ensure compatibility with the existing system. <br />Section 2. The Public Works Department is authorized to purchase equipment <br />from Rugid Computer and Sensus for the City's water, sewer and surface water utility <br />systems to match current needs and maintain operational consistency in accordance <br />with the waiver authorization denoted under RCW 39.04.280(2)(a) <br />W:\Word Processing\Resolutions\Sole source -Pumping control panels and meters 8-18-15 <br />PB:bjs <br />Page 1 of 2 <br />50 <br />
